The models and their features

Model analyses generally utilise a scenario methodology, whereby a reference scenario, in which the measures under investigation are not applied, and a policy scenario, in which the measures under investigation are applied, are described quantitatively and compared.

Differences in outcomes can then be traced back to the introduction of the policy measures in question. These differences are in relative or absolute terms the key result from the modelling process.

As can be seen from the models used, – analyses can be performed at a range of scales, from global to national and regional.
