The TBI - a way to measure capability opportunities

Within the research network soeb 3 (www.soeb.de) a composite indicator has been constructed which measures the evolution of economic preconditions of participation at the macro level. The indicator set comprises eight central socio-economic areas (labour market, GDP, income, demography, consumption, government, regional disparities, and environment) and is transformed into the TBI (Teilhabe-Bedingungs-Index). In combination with projection results from the economic model INFORGE (GWS) the TBI can be used for evaluating former and future capability opportunities. Undesirable or prominent changes in socio-economic development can be identified. Moreover, the impact of policy measures can be assessed by calculating scenarios.
