How can renewable energy support climate adaptation in Nepal?

Insights from the capacity building workshop in Pokhara

05.12.2025

The economy and population of Nepal are highly vulnerable to the consequences of climate change resulting in crop losses, damaged infrastructure and disruption of transport and energy supply. Policymakers should be aware of the economy-wide impacts of climate change and options to limit the damage from recurring climate hazards.

Environmentally enhanced macroeconomic models such as the e3.np model in combination with scenario analyses support policymakers in evidence-based analyses of the economy-wide impacts of climate change as well as adaptation and mitigation policies.

The International Renewable Energy Agency (IRENA) organized the 3 days hands-on training in Pokhara (Nepal, October 29 and 31) for participants from the Government of Nepal (GoN), Ministry of Forests and Environment, Ministry of Energy, Water Resources and Irrigation, Electricity Regulatory Commission of Nepal, Ministry of Agriculture and Livestock Development and NDC Partnership, amongst others.

GWS consultants Dr. Anett Großmann, Frank Hohmann and Dr. Louisa Mergner introduced the following aspects:

  • Dataset and modelling approach of the e3.np model
  • How to use the Excel-based model building framework DIOM-X (Dynamic Input-Output Modelling framework in Excel)?
  • How to create, simulate, and evaluate climate change and adaptation scenarios?
  • Interpretation and discussion of the economy-wide impacts of climate change to support policy decisions

During the course of the workshop, the participants applied the e3.np model to simulate their own scenarios.

The evaluated adaptation options for the agriculture and energy sector show that combining mitigation and adaptation action can create synergies for the people, the economy and the environment.

Many thanks to Gondia Seck and Bishal Parajuli from IRENA for the excellent organization and to all participants for their enthusiastic participation and lively discussions!
