Socially Just Instruments for Environmental Protection: A Toolbox for Assessing and Designing Environmental Policies with Social Considerations (Socially Just Environmental Policy Toolbox)

The project “Socially Just Environmental Policy Toolbox” is carried out by GWS Osnabrück and the Öko-Institut on behalf of the German Environment Agency (UBA). It aims to develop tools and methods that support the systematic assessment of social impacts of environmental policy measures and integrate these aspects into decision-making processes. A central output is a practical toolbox that enables ministries and public authorities to identify and consider potential distributional effects of environmental measures at an early stage. The GWS contributes model-based scenario analyses for ex-ante impact assessments, quantifying potential effects on income, employment and household consumption. The project focuses on policy areas beyond climate mitigation, including chemicals, raw materials, circular economy, water, biodiversity and nature conservation, providing a basis for evidence-based and socially just environmental policy.
